The Federal Home Loan Bank Board (FHLBB) was a regulatory agency established in the United States in 1932. It was responsible for supervising and overseeing the operations of the Federal Home Loan Banks (FHLBs), which were created to provide a stable and reliable source of funding for thrift institutions, such as savings and loan associations.
The FHLBB played a crucial role in maintaining the stability of the thrift industry, ensuring the availability of mortgage credit, and promoting affordable housing. It had broad authority to regulate and supervise the activities of the FHLBs, including setting their capital requirements, establishing lending policies, and approving their issuance of securities.
One of the key functions of the FHLBB was to provide financial assistance and support to the FHLBs during periods of financial distress. This was done through the provision of loans, guarantees, and other forms of assistance to help stabilize the FHLBs and maintain their ability to provide funding to thrift institutions.
In 1989, the FHLBB was abolished as part of the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) in response to the savings and loan crisis. Its responsibilities were transferred to several other regulatory agencies, including the Office of Thrift Supervision (OTS) and the Federal Housing Finance Board (FHFB).
